Innovation support programmes in the West Midlands (UK): D1.5 - Template for Regional R&D&I Policies Report

This document (88 pages) contains the detailed description and analysis of four innovation support programmes used by traditional sector SMEs in the UK West Midlands region: Knowledge Transfer Partnerships (KTP); Innovation Vouchers; Designing Demand; and Innovation Networks.

This document provides the information base for the West Midlands contribution to the GPrix  Deliverable 1.5: 7 regional reports with an analysis of regional R&D&I policies in the target 7 regions (30th November 2010). In addition, it includes:

  1. an introductory report on innovation institutions and innovation in the UK in general and on the regional innovation context, system and strategy in the West Midlands in particular; and
  2. detailed assessment of existing evaluation studies commissioned by funding bodies for
    1. Innovation Voucher schemes (pp.30-31 and 42-44),
    2. Designing Demand (pp.45-48 and 55), which comments not only on existing evaluations but also on important research on the role of design in UK manufacturing, and
    3. Knowledge Transfer Partnerships (pp.80 and 84-85).

These assessments provide evidence that, typically, evaluations of innovation support programmes do not meet best practice standards.
