Deliverable 1.3 - Final set of indicators for impact assessment on R&D&I programmes (31st July 2010)
This document (21 pages) not only sets out our definitive list of indicators but also explains the full context and rationale for each indicator and for the indicator set as a whole. Accordingly, this document demonstrates that our definitive indicator set is not an ad hoc list. Instead, we explain how each indicator is both:
- derived from our empirical strategy; and, in turn,
- informs one or more questions in our survey questionnaire.
Part 2 sets out our quantitative indicators together with the two-stage modelling framework for eventual econometric estimation of programme effectiveness from data derived from the GPrix SME survey. Here, we pre-publish our econometric specification, which was designed in accord with OECD “best practice” evaluation guidelines (in particular, with respect to the use of a control/comparison group and a methodology designed to account for selection bias). We then demonstrate the correspondence between key indicators, variables in the empirical specification and survey questions.
Part 3 refers briefly to “Qualitative Indicators and Analysis”, which are developed more fully in other deliverables.
